Mental Health & IDD Authority

The Texas Health and Human Services Commission (HHSC) is responsible for designating a Local Mental Health Authority (LMHA) in one or more service areas in Texas. In our region, HHSC has selected Emergence Health Network (EHN) as the Local Mental Health Authority and Local Intellectual and Developmental Disability Authority (LIDDA) which means HHSC has given EHN the state’s authority and responsibility for:

– Planning, policy development
– Coordination (including coordination with criminal justice entities)
– Resource allocation
– Resource development

and oversight of mental health and IDD services in the most appropriate and available setting to meet individuals needs in our service area.

Emergence Health Network (EHN) ensures superior recovery-based services for mental health, intellectual/developmental disability, and related conditions for the people of El Paso County.

Vision

Emergence Health Network will lead behavioral and developmental services in the El Paso region ensuring access to quality services, advocating for a better quality of life, and providing strength, hope, and recovery for persons with mental illness, and intellectual/developmental disabilities, and substance abuse disorders.

Emergence Health Network (EHN) continues to be a strategic partner to El Paso County, and more importantly, often serves as lifeline to individuals living with mental illness or developmental disabilities.  While our community has shown resilience in the face of tragedy and loss over the last few years, EHN has continued to transform its services to provide the support needed for their clients to overcome the challenges our community has faced.

In addition, EHN consistently demonstrates sound financial management of it resources. We appreciate and support EHN’s continued work on employee retention and recognition for its well-deserving, dedicated staff.

Emergence Health Network continues being a leader and trusted partner in providing care that improves the quality of life for so many West Texas residents.

EHN marks another great year of achievement, due to its strong and devoted leadership from its Board, Executive team, and all their compassionate employees; each committed to client care during challenging times.  Throughout the COVID-19 pandemic, EHN has managed to not only maintain their services but also grow in other areas where needed; this, despite the staffing shortages and increasing costs that they and many other providers are facing.

EHN has done so by maximizing collaborations with numerous organizations, providers and governmental entities.  This network creates monumental impact daily.

The El Paso County Hospital District is proud of our continued partnership with EHN and are excited to work together toward the next level of excellence in addressing our region’s needs.
